This Argentine paper developed an environmental impact assessment methodology better suited to managing cumulative impacts of small and medium projects in coastal zones. Improved assessment tools are important for managing the many pollution sources — including plastics — that affect fragile coastal ecosystems.
El incremento de las intervenciones humanas en zonas costeras y la fragilidad de sus ecosistemas está provocando un acelerado deterioro ambiental de las playas turísticas de distintas regiones, a causa de múltiples proyectos de pequeño y mediano porte. Ante esta situación, se planteó la hipótesis de que el concepto de Impacto Ambiental es poco eficaz como herramienta predictiva de gesión ambiental. Se desarrolló un procedimiento de evaluación ambiental para proyectos costeros, basado en el concetpo de Aspecto Ambiental -emisiones y consumos que pueden provocar Impactos Ambientales-. Como método de validación se solicitó a expertos independientes, que aplicaran el procedimiento a un mismo proyecto. Con un método convencional de Evaluación de Impactos Ambientales -EIA- ambos expertos tuvireon resultados distintos, identificando impactos ambientales diferentes, pero al aplicar el procedimiento diseñado de Evaluación de Aspectos Ambientales los resultados fueron muy similares y consistentes. Se concluyó que una evaluación ambiental de proyectos costeros basada en el conepto de Aspecto Ambiental fortalece el enfoque preventivo y arroja resultados más objetivos que una EIA convencional.
