Abordando la contaminación plástica: análisis y perspectivas del inicio de las negociaciones hacia un acuerdo global vinculante

Abordar la problemática de la contaminación plástica y sus efectos para el medio ambiente se ha convertido en una parte integral de la Agenda 2030 y sus Objetivos de Desarrollo Sostenible (ODS). La implementación de los ODS 12 Consumo y producción sostenible; ODS 13 Cambio climático; ODS 14 Desarrollo sostenible; y ODS 15 Vida de ecosistemas terrestres; resulta especialmente importante para frenar la generación de desechos plásticos y prevenir daños ambientales causados por su uso excesivo. A inicios de 2022 el Perú cumplió un papel clave en la adopción de la resolución que buscara redactar un instrumento internacional jurídicamente vinculante para combatir la contaminación plástica, velando por que la propuesta aborde el ciclo de vida completo del plástico. Luego de esta etapa, el reto consistirá en iniciar la redacción del instrumento, considerando los graves problemas que genera la contaminación plástica en el medio ambiente y los esfuerzos que vienen siendo desplegados a nivel internacional para hacer frente a las consecuencias del uso excesivo del plástico. En ese sentido, el tratado deberá tener en cuenta los principales avances realizados por diferentes países en coordinación con el sector privado y la sociedad civil, orientados a reducir el uso del plástico y promover su reutilización de manera innovadora y sostenible. Resultará importante asegurar un sistema que involucre una producción responsable y sostenible de plásticos, sensibilizando a la población en general para un consumo responsable, teniendo en cuenta los impactos ambientales, sociales y ambientales de su uso. Para ello, los Estados parte negociantes deberán sumar esfuerzos para, desde la perspectiva de sus propias necesidades e intereses, encontrar medidas concretas orientadas a reducir la producción de plásticos vírgenes, disminuir su consumo, fomentar su reutilización y garantizar la eliminación segura y adecuada de los plásticos existentes, en particular en el medio marino.
