2022年3月,国連環境計画(UNEP) の意思決定機関である国連環境総会(以下,UNEA)において,決議「プラスチック汚染を終わらせる:法的拘束力のある国際文書に向けて」が採択され,海洋環境におけるプラスチック汚染に対処するための条約の作成に向けた国際社会の具体的な行動が開始された。プラスチック汚染を終わらせるための新条約とは一体どのようなものなのか。これまでに作成された環境関連条約におけるプラスチック汚染への対処の現状,最近のバーゼル条約プラスチック改正の意義,そして,より一般的な国際環境法の諸原則の適用可能性等を検討することにより,プラスチック新条約策定に向けて必要となる要素や残された課題が明らかになる。こうしたプラチック問題に対するグローバルな国際法政策的対応の北極域への示唆について考える。
