Abstract In June 2023, the second session of the Intergovernmental Negotiating Committee ( INC ) to develop an international legally binding instrument on plastic pollution, including the marine environment concluded. This brief intervention outlines the developments made, as well as potential contentious issues that have arisen in relation to procedural and substantive aspects of the negotiations.
