Economy or Environment? Sustainability from a Political Economy Perspective
Summary
This review examines environmental sustainability challenges from a political economy perspective, tracing the history of economic pressures on ecosystems from the mid-19th century to the present and evaluating theoretical frameworks and sustainability indicators used to monitor and limit the growing impact of economic systems on the natural environment.
Zjawisko efektu cieplarnianego znamy od połowy XIX wieku. Sto lat później zagrożeniami dla środowiska naturalnego zainteresowali się m.in. ekonomiści, tacy jak Nicholas Georgescu-Roegen, Kenneth E. Boulding czy René Passet. Kolejne dekady pokazały, że presja systemów gospodarczych na środowisko staje się coraz większa, a pewnych procesów nie da się już odwrócić. Niniejszy artykuł ma charakter przeglądowy i wskazuje na najważniejsze wyzwania dla zrównoważenia środowiskowego, przedstawia teoretyczne ramy zrównoważenia w ekonomii oraz najnowsze badania w tym zakresie. Wyznaczając kierunki dalszych działań, zarówno w zakresie monitorowania stanu środowiska przy wykorzystaniu omówionych przeze mnie wskaźników zrównoważenia, jak i ograniczenia wpływu gospodarki na środowisko, opierając się na ramach ekonomii ekologicznej i politycznej, proponuję przejście do nowego reżimu społeczno-metabolicznego zrównoważonego dewzrostu, który pokrótce przedstawiam w ostatniej części artykułu.
