This study proposes the Ocean Footprint (OF), an emergy-based indicator that integrates major blue economy sectors and introduces three complementary metrics: Ocean Carrying Capacity (OCC), Ocean Responsibility Balance in Emergy (ORBEM), and Ocean Overshoot Day (OODay). The framework is applied at the national scale, using Brazil as a primary case study, and is complemented by cross-country comparisons. Results indicate that Brazil’s ocean-related demand substantially exceeds its domestic regenerative capacity, resulting in a significant ecological deficit driven mainly by offshore oil extraction and plastic pollution. Comparative analysis shows that most countries operate under oceanic deficit conditions, with limited cases of ecological surplus. The OODay metric further reveals that, under current consumption patterns, national and global ocean limits are exceeded within the year. The proposed framework provides a biophysically grounded, operational approach to assessing ocean sustainability, supporting the identification of key pressure drivers and enabling the integration of ecological constraints into policy and decision-making, particularly in the context of the blue economy and ocean governance.
